European Central Bank Begins Digital Euro Public Testing Phase

The European Central Bank (ECB) has launched the public testing phase of the digital euro, inviting 50,000 citizens across five eurozone countries — Germany, France, Spain, Italy, and the Netherlands — to participate in real-world trials of the central bank digital currency. The testing phase will run for 12 months and will evaluate user experience, payment speed, privacy features, and offline functionality.

Participants will receive digital euros through a dedicated ECB wallet app and will be able to use them for everyday purchases at participating merchants, peer-to-peer transfers, and government service payments. The digital euro is designed to complement cash and existing electronic payment methods, not replace them, according to ECB President Christine Lagarde.

Privacy and Technical Design

The digital euro incorporates a tiered privacy model. Small-value transactions under €150 will be processed with cash-like anonymity, while larger transactions will require standard identification in compliance with anti-money laundering regulations. The offline payment feature allows transactions between devices without internet connectivity, using secure hardware elements in smartphones.

The ECB has emphasized that the digital euro will not bear interest and will have holding limits (currently set at €3,000 per person) to prevent bank disintermediation. Commercial banks will serve as intermediaries for distribution, maintaining their role in the financial system.

The testing phase will provide crucial data for the ECB's final decision on whether to issue the digital euro, expected by late 2027. Public acceptance and merchant adoption rates will be key factors in the decision.
